Deleting an undeletable file

Hello. I have recently saved an HTML file that seems to be undeletable. Most of the characters are GARBAGE characters, and worse, the file does not seem to have an extension. I have tried renaming and deleting the file in DOS and jv16 Power Tools does not even show the file. When I try to do anything in Explorer, the computer just dings and looks dumb. Even when I try and view it's properties, it says " the Properties for this item are unavailable". I know it's only 140K, but still, it's not the size, it's the PRINCIPLE. How do I rename or delete this sucker?
