But, what is available is TweakUI for all Windows OSes back to Win95. Just fire up google and search for TweakUI. You should find it in a dozen places. in there, there should be an option to disable focus on windows. Another option would be to use something like Trillian (http://www.trillian.cc) or gaim (http://gaim.sourceforge.net) that gives you more options than aim does.
