I.E isn't in the list for "Change or Remove Programs". But you should have a button
on the left side of the window that says "Add/Remove Windows Components". Click
that button and I.E. should appear in the list. Whether it's a good idea to remove
it from there, I wouldn't know. I never tried it. Dex's solution may be better.
