File type trouble - help please

This is driving me crazy, and I can't find anything similar in the forum answers
(unless my search terms were rubbish, of course).
In Win 2000, I want to use MS Photo Editor to open GIF and JPEG files, so I go to
'Tools/Folder Options/File Types in Windows Explorer (as an Administrator) and select
.GIF, then Advanced. I change the description to 'GIF Image' and set up Open, Print
etc to use Photo Editor (without using DDE - dunno if that even works with Photo
Ed). I check it; it works fine. I then do the same for .JPG, calling this 'JPEG Image'
and setting up exactly the same Open, Print, etc.
I check it; this works too, but I now see that .GIF files are called 'JPEG Image'!
So I change .GIF back to 'GIF Image', and now .JPG files are called 'GIF Image'...
Strangely, .JPEG files are OK with the same Photo Ed setup, and manage to preserve
their 'JPEG Image' description.
What is causing this GIF/JPG problem? After all, .INI, .TXT and .INF files are all
set to open in Notepad, and they seem to be able to keep their individual descriptions.
I imagine that the answer is a slap-forehead obvious one, but I can't figure it.
