The laptop has no floppy drive (otherwise he could use the standard Win98 Startup floppy Disk), but you can use the files from said disk (or downloaded files from Bootdisk.com to make a bootable CD (a clone of the Startup Disk on a CD) that would do the job (Most CD burning programs have this option), and possibly include the Win98 Setup folder on the same CD....
