Applying Security Policy Startup Problem

My Windows 2000 system hung while installing McAfee anti-virus software last week. During startup, my PC now can't get past the "Applying Security Policy" message - it's stuck at that point. I can see all my icons and my files in Safe Mode. I just can't get past the "Applying Security Policy" message. I assume my problem occurred when the McAfee anti-virus software hung during install. Any ideas?
