Either you have a HDD/hardware issue or the install is unrepairable/can't find the
old install folder etc. Windows can only repair if there is enough uncorrputed data/files
to merge/import into a new install, as that's how a repair install works. Windows
runs a clean install and then tries to import your data, drivers, programs and necessary
registry entries from the old install to the new one. If it can't find the old one
or the corruption is to bad, then it won't run a repair.
You will have to start over after trying to save as much data as you can from the
old install which means doing a parallel install on another HDD/partition/drive,
or slaving the old drive into another machine and trying access it to save data.

There are other possibilities but from a forum, it's tough to know without looking
at the machine.
