The more likely would be other things running in the background. Normal internet speed puts rather light load on any modern CPU. The near 100% means you may something wrong with the system, not the network. Check in the services to see if you have stuff running that you do not need. So kind of Spy ware can cause this. Also, what kind of firewall do you have?
