Too Many 'Secrets'

I was recently trying to copy some DVD files to a folder on the desktop. The copy failed , on a .VOB file, with an error message that included the following: "The maximum number of secrets that may be stored in a single system has been exceeded." I couldn't find anything relevant in W/2000 Help. Does anyone have any idea what this is about? Thanks and Aloha
