Added information: I have tried the reset to default and the "like current folder" option but it does not work to set all folders. I suspect an actual edit to the registry, if one knew where, would be the only solution. Either that is there an .htt file that Win2K uses that could be edited? ( it is the file that holds folder settings in each folder and is just an HTML file with the extension .htt )
