You have quite a few users as you say... A VPN connection should be as simple as
a shortcut on the desktop of the users laptop to connect to the VPN. Keep in mind
that no matter what solution you use, 512kb or 2Mbps is not much bandwidth... Even
one user is going to notice significant wait times on large files... And ofcourse
the bandwidth is divided proportionally the more users you have... It doesn't matter
what solution you use.. The convenience of internet access to remote files comes
with the burden of 'slow' internet connections.
Also, don't forget that just because you have 25 users connected to the VPN doesn't
mean that all 25 users are active and using the bandwidth available at the same time.
That is why a webserver can host thousands of users.. It's because each user only
connects for milliseconds at a time to download a quick page.
