Making Folders unmovable to users.

I have a file server that the whole company uses. Many of the users need admin rights 
to be able to use their specialized programs. They also make and delete files and 
folders on a regular basis as part of their job. The problem I am coming up against 
is that when one of these users is clicking and moving their mouse to fast they accidently 
move a folder into another folder and many times don’t even know they have done this.....which 
causes problems. Is there a way to lock down certain folders so people can’t move 
them?
