pdc emulator?  This is a server 2003 domain.. THere are no NT domains in here.

I found the issue anyways.. The primary reason I posted the question, was because 
a password policy would not take effect.. I found out that you can only apply password 
policy to the default domain policy.  (If I remember correctly) If you change it 
anywheres else it will not take effect.. So, I thought it was just taking a "long 
time" to update.. But in fact, it just was not changing, and would not have changed 
no matter what I did.
