It seems to me that you might not understand file sharing?

There are two types of permissions that you deal with, when sharing files.

share permissions & NTFS permissions

share permissions determine whether or not you can
see the item on the network
NTFS permissions determine whether or not you can
read/modify the file

You can read this article, for a description of this issue.

If this is not your problem, then I apologize.

Just to clarify:  Your intention is apparently to share
files, but you must grant permission in both places,
in order to get the results that you want.

Best Practice:
share:  everyone - full control
NTFS:  whatever permissions you want the
groups/users to have
