The $ denotes a hidden share. Not an administrative share. Administrative shares
are hidden, thus they have a $ after them. Administrative shares are C$, IPC$, etc..
The user can create any number of hidden shares that they want by simply appending
a $, and any user can access it with the proper permissions.
