Well, you certainly will have to rejoin all the computers to the new domain. Thats
the problem. If you just create a server 03 box and install DC services on it, it
is an entirely new domain rather you name it the same or not. All the computers
have to become a part of that new domain.
I'm not sure why you cannot do this, but the way to do this is to go ahead and make
the server 2003 box a backup domain controller for your current domain. First you
have to demote the old DC before removing it from the network. I repeat, you cannot
just turn off a DC. It has to be demoted first.
If I understand you right, the DC you are shutting down is only a backup controller
anyways? So, the 2003 box should take over nicely for that. Once you migrate the
rest of your system up to 2003 levels or higher you can raise the functional level
of your entire domain. Because you have 2000 DC boxes running you are pretty much
stuck at a 2000 level anyways, even if you run 2003.
