setting up personal network

i need help in setting my network. I have three pc's running windows vista ultimate 
and one server running 2003 server.

one computer is in city A, second computer in city B and third pc and sever in city 
C. All these computers have high speed internet access.

Can i achieve my target without getting static ip address for the sever or i do have 
to get static ip address. Will it be possible for me to use services from site like 
dyndns.com and etc... ?
what are my options here? Please assist, thanks in advance.
