fatal exception 0D

I recently had a wonky User32.dll, and so replaced it with a fresh copy through MS-DOS. But now I can't boot into Windows anymore. "Fatal exception OD occurred at 172F:0000130B". When I run through Safe Mode all I end up with is the fatal exception again. Any ideas out there?
