Hi Helena:
The basic graphics program in Win95 is MSPAINT.
By default, it only works on BMP files. For
reasons known only to Bill Gates, when you install
certain of his MS-OFFICE programs, the abilities
to work with other file formats (i.e. JPG) is
added to MSPAINT.
There is a page that purports to show you how to
add JPG filters to MSPAINT without installing
(buying) MS-OFFICE. I have never been able to
make this work myself, but you're willing to try
it out for yourself:

An even easier solution is to install a wonderful
freeware viewer called IRFANVIEW. Let's you view
anything, and works perfectly in Win95:
