Norton's Ghost program would create a compressed image file from which you could 
do that within reason - and if fits on a floppy.  It's available from Norton System 
Works, I got mine from a 2003 version I got of eBay for peanuts.

The image it creates won't fit on a floppy though.  And the new hard drive will have 
to have a similar size as the one the image came from with some but not a lot of 
messing around room.  You are imaging the partition table for example as well as 
everything else.  If you get too far different in hard drives then it won't work.

Look at your hard drive maker's website, they might have some OS transfer programs 
that fit your bill
