Zero byte files

I ran Empty Temp Files on my hdd and it found 135 0-byte files. It seems intuitively obvious these can be deleted withough consequence. Is that true? I don't want to delete anything that will cause problems but are there any 0-byte files which should not be deleted. What is the consequence of not deleting these files? Do they take up any drive space when they are empty?
