Here is something else:


           
     Two Things That Can Cause Task Scheduler To Activate 

                         MS Error Reporting

In Registry Editor (Regedit.exe), create a DWORD value called IEWatsonEnabled and 
set it to 0 in the following registry key: 
HKEY_LOCAL_MACHINE\Software\Microsoft\Internet Explorer\Main

                   Antivirus Programs's Scheduler

You might have to disable your antivirus-program´s Scheduler that would be listed 
in msconfig...
This would enable the Task Scheduler to appear every startup.
