Windows 98 start up/reset crash cycle

Hi,
I'm having a problem with windows 98, when I start the computer it boots
up so that I get the normal window display and then crashes and re-starts, going
through the scandisk procedure and when it's booted up it crashes again. It repeats
this cycle until I manage to shut it down before it crashes again. It's totally stable
in safe mode. This problem started when I installed a new microsoft intellipoint
wheel mouse. I've removed the old mouse drivers and replaced them with new ones that
came with the mouse but this doesn't help. I've also removed all the programs from
the startup folder which also doesn't help. Please help, I have no idea how to fix
my computer and I'm getting desperate. My specifications are below:
Intel Pentium III 733Mhz CPU
256Mb PC133 Memory
20Gb Enhanced IDE Hard Drive
Creative SoundBlaster 128 PCI
133MHz Motherboard
32Mb ATI All in Wonder Pro Graphics
