If you can boot up in Safe Mode, then it is probably not a hardware problem.
You should be able to rerun the Windows installation and it will retain all your
data and links, but use the CD that came with your pc if it is proprietry.
You will have to rerun any updates, such as IE6 and Direct X, after the reinstall.
