Simon: if you do not have the use of the CD in Safe Mode, then stay with Method
2 and boot with the startup disk and select Option 1 to use the CD.
an alternative; download setupx.dll from the link below (after your text) to a diskette
and use that to load the file using the copy command at the DOS prompt:
cd \
copy a:\setupx.dll c:\windows\system
or, open c:\windows\system folder and use the command:
copy a:\setupx.dll
