Can't load Win95

My sister bought a used computer from a hospital. It has windows 95. When the computer is turned on you get the usual Window95 starting message, win95 flashs on the screen, but it only goes to a c prompt. Typing win does nothing. Only two commands seem to work. CD to win95 works. When in win95 dir brings up the directories. Typing A: does start drive A:, but typing D:gives a no drive D message. Yet, if I put a windows 98 CD in the D drive it works. I did something, I forget what it was, and got a message saying there was no himem. I tried a win98 and got so far as to have it tell me there was already a win95 and also that there was a decompression program which could have win 95 in it. I do have a Win 98 CD. Should I reformat C and see if I can install win 98? Or what should I do?
