I notice the same file, which I came upon by reading the notes of a program which
monitors changes to your hard drive when you install programs.

I found it interesting that all three index.dat files were always in use even though
I used a kill program to shut down all running programs. I could not find any changes
in the ini files, although all had been read and resaved. I then begin to wonder
about powerpnt.ini - I came across your post in doing a search on powerpnt.ini. Elsewhere
I found the following:
The following files are created during Windows 98 Setup and are not located in the
Windows 98 cabinet files:
Control.ini Exchange32.ini Msbatch.inf
Msmail.ini Msoffice.ini Ndislog.txt
Powerpnt.ini Progman.ini Protocol.ini

I find that during the installation of a lot of programs they open and close these
standard microsoft ini files. Perhaps there are file which generally check them whenever
the programs are executed. I'm still checking into it but I just thought I would
leave you a note on you question.
