How do I reformat and reinstall Win 98 without losing settings

Hi; After trying several programs to get rid of spyware and adware problems I have decided that I should just reformat and reinstall windows 98se again. I have done this once before and things did not go as well as I had hoped. I want to back up preferences and settings etc. But I want to be sure that I don't reintroduce any of the problems I am trying to fix when I copy the old files back into the new install. How can I figure out what is needed, and safe to put back after the reinstall. What other files might I need to save? The last time I did this I lost my email files. I have web based email now but I don't know where or what to look for to be sure I back up everything I need and how to get it all put back when I am done. Does anyone know of some good help articles etc. Thanks Ken
