Where is W98's DOS-Level Setup option?

I'm sure that I've gotten a Win98 SE Upgrade CD to install from a DOS Command Line,
but the only copy of anything named Setup.Exe in the CD's \Win98 directory (there
is another equally reluctant Setup.Exe in the CD Root Directory) says it doesn't
run from DOS. It's my thought that the floppy that came with the CD had something
to do with the capability, but that floppy's copy of the CD driver has problems with
a LiteOn Combo CD/DVD drive. So I used an image file from Bootdisk.Com to have support
for an optical drive, but hit this impasse about the Setup.Exe version.
And I think it's got something to do with what's in the floppy startup files, but
they "look fine" to me. Maybe it's just been way too long since I have tried doing
much with DOS!
