When win98se came out ,there was no Lite-On cd-dvd so it sounds like you will need 
to add a item or two to the boot disk , so it can load the rom up.
CDROM.SYS  35kb  2-14-2003 
RedBook.sys 35kb  11-5-1999
storprop.dll    35kb 11-30.1999
