Just because it was easier to try it that way, I swapped a plain Acer-branded CD ROM drive into the new PC's box to see if that Oak Sys driver would still go off into La-La land when it started its "Mechanism #2" routine. It seems to be something in the motherboard's BIOS or Chipset (nVidia nForce2 Ultra 400G) that upsets the program.
