you didn't say if you went to control panel, modem, and ran the diagnosics on the
modem.
with a boot disk from dos you can type fdisk /mbr to restore the master boot record.
and here's a post from the windows me forum--

before the problem begin>ok.Remove the startup disk from the a: drive and press ctrl,alt,delete

save it to disk, find the file and double click to install it. it runs from windows.
