outlook express cannot switch identities

When I try to open outlook express in Win 98 SE I get the error message "Identity
Switch Cancelled" "the current identity could not be changed because one of the applications
was unable to switch". I have no other applications running and have re-installed
IE6 and Outlook Express both and still get the same error. Any help will be welcomed.
