98 Plus full version?

We are trying to uninstall/remove XP from my husband's laptop and install Windows
98. We have 98 Plus and need to know if that has the full version on it or if we
need something else. WE also need to know about a startup disk for 98.
We are having major problems with XP needless to say.
Any help would be appreciated. Thanks.
