Sounds like the actual win 98 disk is damaged or a CD drive problem. I'm pretty sure 
if you can get your hands on a different 98 disk it will work. If the actual data 
 isn't damaged on the disk maybe scratches causing problem but this least likey of 
the 3. This will sound weird but can solve scratch issues on all types of CD's. Get 
a little toothpaste and rub into CD will soft cloth... rub off with damp cloth then 
dry...see if that helps...but like I said data is probably damaged.
