I don't know for sure but some ideas are: CD_ROM issues...Bad sectors on Hard drive.

Did you use this this method... to format
1. Use boot disk to start computer with CD-rom support
2. Use Fdisk to delete and recreate primary dos partition..restart
3. Use format C: to format drive.
This process verifies drive integrity and can fix some problems like damaged allocation 
units. You can also run scan disk from the RAM drive created usally D: . Even if 
you did this try it again. www.bootdisk.com

If everything else fails try putting your primary hard drive in another computer 
and formatting and installing Win98 there.

Other then that you mentioned it was purchased at a thrift store maybe was not in 
best shape to begin with.
