Too Many Parameters at startup (freezes at this point)

when my other computer starts up, it does all the normal black screen / white text
stuff.. and during the last one when windows would usually start.. it just stops
and stays at that screen.. no command prompt or anything.. it just has the typical
info, but at the bottom it says TOO MANY PARAMETERS
I've look around on some of the other post and some say to limit how many things
are starting up in msconfig and I've already done that through safe mode, so thats
not a problem, yet the problem still happens.. I need help!
