Windows system file not found on startup

When my pc boots up the Bios recognises all drives etc it goes through the usual process all the way to the Windows start up screen with no problems at all. Then finally when it gets to the desktop screen and before anything, like the taskbar etc loads up, the following message appears 'A required DLL file C:\Windows\SYSTEM\SHLWAP.DLL'. with an option to 'ok' it. Then another another message appears after that 'Error loading Explorer.exe You must reinstall Windows'. again with an 'ok' below it. After that the only option is to turn it off as the pc becomes non responsive. I don't have a start-up disk as I lost it but I do have the original Win98 SE CD and have tried to boot from this. I'm guessing that the contents on my hard drives are safe and not damaged or at least I'm hoping that's the case. I'm not to up on Windows errors, si can anyone help?
