These are my files. They work for Win95 and 98 without any memory problems.

Config.sys
DEVICE=C:\WINDOWS\HIMEM.SYS
DEVICE=C:\WINDOWS\EMM386.EXE
DOS=HIGH,UMB
DEVICEHIGH=C:\WINDOWS\COMMAND\display.sys con=(ega,,1)
Country=044,437,C:\WINDOWS\COMMAND\country.sys

rem 437 = English keyboard

Autoexec.bat
@ECHO OFF
MODE con codepage prepare=((437) C:\WINDOWS\COMMAND\EGA.CPI)
MODE con codepage select=437
LH KEYB uk,,C:\WINDOWS\COMMAND\KEYBOARD.SYS
Echo Y|If Exist C:\Windows\Temp\*.* Del C:\Windows\Temp\*.* >Nul

Once Windows starts check how many programs you have running in TaskManager. Basically 
you only need Explorer, Systray, Stimon, Rnaapp and any virus software thats running. 
Each program uses memory so EndTask the ones you don't need.
