There are normally two reasons for this.

1. You need to reinstall your video card drivers or get some updated drivers.

2. Check Monitor settings. Control Panel/System - Device Manager tab - Monitors. 
If is says Default Monitor you need to select a SVGA monitor from the list. You may 
need the Win98se CD.

How long as the computer been showing these limited colours, how many days? If the 
computer used to show the correct colours a few days ago then use the above link 
and use Scanreg /restore and select a previous date when the colours where ok. Every 
new day when the computer starts a backup is made of the registry. Scanreg will only 
restore up to 5 days previous.
