Firstly, the ISDN modem driver would be different (almost assuredly) for 98 vs. 2000
if it's an internal modem or if it's external and connected via USB, though probably
would be the same for 2000 and XP since both are NT based. I suppose the best thing
to do right now is make sure your 98 is fully updated and that you have the latest
modem driver software. But, if it's an external modem and has an optional ethernet
connection between the PC and modem, then you probably shouldn't need any driver
software.
I don't know much about ISDN modems, but they're not much different I suspect than
a DSL modem. Try contacting your ISDN vendor and see if maybe it could use a firmware
upgrade or maybe just a replacement modem.
Perhaps switching to Win2k or XP may help, but only if your current hardware is up
to the task. It takes a fair amount more CPU power and RAM to run the NT based OS's
than 9x OS's i.e. 98 & ME. 2k/XP will work on older hardware, but they can feel sluggish
and not very responsive if you don't spend a bit of time tweaking their configuration
and services and have at least 512 MB RAM with an older processor, generally not
lower than a P3-550~750 or so. Just my experience...
