wont boot

Hello, i have a old pavilion with windows 98 and im trien to install windows XP.
when i change the BOOT DEVICE to cd it does boot from the cd but it says "no operating
system found" am i doing something wrong? or is it just no takin it...(i want xp
cause when i start the computer it loads and says "illegal procedure or something"
and it dont do nothin after that....
