Get an older (or newer) boot disk that will not go into 98 proper. If you still hear 
the tones, it is a BIOS error and you need to look to compaq to determine what it 
is. If no sound there, go to control panel - sounds - and look for start up in the 
list.

Also, be aware that two tones may just mean "system normal". My hp sounds two tones 
with any hardware change, until it is validated. You may enter the BIOS and be sure 
"display BIOS messages", or something like that, is turned on.
