Problems with Memory Function on Windows 98/dell computer

At work we have a dell computer with Windows 98 as the os. When we were shutting it down yesterday we got a message: A fatal error OE has occured at....etc. I tried doing the windows diagnostic test to see if it is faulty ram but the disk wont boot up on startup. (the disk is good because it works on another computer which has windows xp on it.). How do you boot up directly from a disk upon start up? and is there anyway to check for faulty ram through a software diagnostic program? any insights into this problem would be greatly appreciated! thanks!
