Accidentally Deleted a Program. Need Help! PLUS, Replacing Windows 98 with Windows 2000.

Hello! While I was scrolling down the "Add/Remove Programs" list, I was removing 
programs that I didn't need anymore, such as Aim, MSN Messenger, and multiple media 
players. However, after stumbling upon a "SiS multimedia" program, I deleted, assuming 
it was another useless program like Quicktime. Unfortunately, I believe I deleted 
an important program for my computer's graphics because

1. the highest screen color I can have: 16 colors (no longer 32 or 64)
2. only available Screen area: 640 bye 480 pixels
3. plus, I can see some solid colors composed of pixels 

I think I deleted a SiS Multimedia 1.04. I'm not sure. I've been trying to download 
free SiS programs but didnt know which like AGP, sound, or etc, and whenever I do 
download it, the file is a .zip file! PLEASE, HELP ME! Thank you.

P.S. How do you replace a Windows 98 with Windows 2000 on the same computer? Type 
of Computer: Compaq MV520
