Either the hard drive has failed or the motherboard IDE controller has failed.  Remove 
the drive and check it in another computer with the disk drive diagnostics from the 
HDD manufacturer (if they make one)..  If it doesn't work in another machine, it's 
dead.  Even recovery software won't work on a dead drive, it would need to go to 
a recovery lab which is expensive. 

If the motherboard IDE controller has failed, the motherboard has to be replaced, 
or you can possibly find an add-on IDE card that might possibly support Win 9X.
