Adjust retry timeout settings? What is it retrying?

There are a number of things that cause Windows Explorer to "go away" for a long
time. The most common problem is trying to access a computer that isn't currently
on the network. That takes 30-45 seconds before the program becomes responsive again.
The strangest one I have is right-clicking a CD to eject it--it will go to la-la
land for 7 seconds before presenting me with the context menu. I want to know:
(1) How to find out what particular thing is it waiting for.
(2) How to change how long it waits.

I think this is a good example of an "Annoyance"! I've thrown regmon at it, but
that rarely tells me anything that I would call a clue.
