Yeah, I know what you mean. That's exactly what happened to me.
Ignore any installation program. After unzipping you will have TweakUI.CPL
and TweakUI.HLP. Just move these files into C:\WINDOWS\SYSTEM.
The next time you start the Control Panel you will see TweakUI on it.
An undocumented feature is that you can also run it just by clicking on TweakUI.CPL
itself. I even created a shortcut for it and moved that into the menu where I have
my Registry utilities.
