A time lag problem

My husband's computer has been doing something really weird off and on for the past couple of weeks. The system sounds lag and sound sluggish, Windows Explorer takes forever to load the default folder in the tree view, the mouse takes forever to move, and when accessing the start menu using the arrow keys, there is a 1 second scroll delay that happens every 3 seconds. Does anyone have any idea what to do about this??
