|A thorough up-to-date virus scan has already been done.[...]
|A spyware check has also been done.

Good.

|the running tasks are: [list]
|
As Keiths says, identify **ALL** tasks running on your box
then kill everything you don't need running AT THIS MOMENT.

|Thorough ScanDisk has been run, Defrag has been run,
|
Good. ("Thorough" usually applies to DEFRAG--a *surface* test.)

|Internet Explorer 6.0 has been reinstalled,
|
Leaving the gateway open to infections?!

|unnecessesary windows components and other programs have been uninstalled.
|
"Installed" has no effect on system speed if they are not **running**.
The exception would be if you're down to your last bit of disk space
and Virtual Memory is struggling--but in that case, you'd get a warning.

|There is still a lag.
